The Home Investment Partnerships Program (HOME) Program is a federal block grant program directed by the U.S. Department of Housing and Urban Development (HUD) and is designed to create affordable housing for low-income households. The Montana Department of Commerce is responsible for the administration of HOME within the state of Montana. Commerce provides HOME funds to units of local government (counties and incorporated cities and towns) throughout the state. An individual may not apply directly to the state HOME Program.
The purposes of the HOME Program include expanding the supply of affordable housing for low- and very low-income persons; improving the means of state and local governments to implement strategies to achieve adequate supplies of decent, affordable housing; and providing both financial and technical assistance to participants to develop model programs for affordable, low-income housing.

Public Comments and Responses
For the past several years, the Department of Commerce has received HOME Program applications for review on a rolling basis. After allocating all available HOME funds in the fall of 2018, the Community Development Division held eligible applications received to date on that rolling basis with the commitment to consider them once additional HOME funds became available. Commerce anticipates receiving its 2019 allocation from HUD this fall. After considering the HOME applications held from last fall during the rolling basis review, CDD anticipates there will be approximately $500,000 in HOME funds available from Commerce’s 2019 HUD allocation. There will be $4.5 million available from the HTF program. The deadline to apply for HOME and HTF Funds for this cycle, is November 22, 2019. Going forward, for both HOME and HTF, applications will no longer be considered on a rolling basis. The next deadline, which will distribute 2020 HOME and HTF funds, is September 15, 2020.
