The Planning Bureau within the Community Development Division is responsible for administering several programs and provides technical assistance to encourage planning and sustainable development in Montana communities by working with local governments, planning departments, private developers, non-profit organizations, and the public.

The Montana Main Street Program is a collaborative effort between the Community Development Division and the Montana Office of Tourism that helps communities strengthen and preserve their historic downtown commercial districts by focusing on economic development, urban revitalization, and historic preservation through long-range planning, organization, design, and promotion.

Treasure State Endowment Program - Infrastructure Grants
The Treasure State Endowment Program (TSEP) is a state-funded program created in 1992. It was established to help solve serious health and safety problems and assist communities with the financing of public facilities projects. The program helps local governments with infrastructure planning as well as constructing or upgrading drinking water systems, wastewater treatment facilities, sanitary or storm sewer systems, solid waste disposal and separation systems, and bridges.

Treasure State Endowment Program Emergency Planning Grants
Grant funds for TSEP Emergency grants are awarded through the Legislature each biennium. Applications for emergency grants will be accepted on a continuous basis, until there are no more TSEP emergency grant funds available in any given biennium.
