Preliminary Engineering Grants
According to local officials, the up-front costs of preparing a preliminary engineering plan sometimes present a serious obstacle for communities who want to apply for financial assistance. $600,000 was appropriated to the Department of Commerce for the 2009 biennium to provide matching grants for preliminary engineering work. All $600,000 has been awarded for the biennium .
Eligible Activities
- Preparation of plans, studies, analyses or research required to complete a PER
- See the Uniform Application Supplement for Montana Public Facility Projects for the information required to be included in the PER for drinking water systems, wastewater treatment facilities, sanitary or storm sewer systems, and solid waste disposal and separation systems.
- See the TSEP Application Guidelines for the information required to be included in the PER for bridges.
- TSEP funds may also be used to assess the condition of one or more, or all of the bridges within the applicant's jurisdiction, in addition to preparing a PER.
Grant Amount and Required Match
- Up to $15,000.
- Dollar for dollar, may be cash reserves or borrowed.
- Other state grant funds may not be used towards the required match.
- When more than one eligible entity applies for a PER grant for the same project, the Department reserves the right to limit the amount of the PER grant to an amount appropriate to the scope of the planning project.
Grant Administration
- The PER must be prepared by a professional engineer licensed in Montana.
- The engineer must be properly procured.
Application Process
- Applications will again be accepted after March 31, 2009
- Non-competitive process
- Applications will be processed in the order that they are received with some excpetions as noted in the TSEP Application Guidelines. Applications must be complete in order to be processed.
- New funds will start being awarded in early May 2009
